CITIC Pacific Mining (CITIC) is part of the Sino Iron Project, a fully integrated, pit-to-port magnetite mining, processing, and export operation based on the Pilbara Coast in Western Australia. The organisation manages a large, diverse workforce including employees, contractors, and site-based personnel who must meet strict regulatory and safety standards.

With high-risk work, heavy equipment, and remote operations, CITIC needed a more efficient, secure way to manage worker compliance documents and ensure only fully credentialled personnel entered the site. Manual processes, disparate systems, and email-based document handling created safety, efficiency, and auditability challenges across workforce mobilisation.

Opportunity

CITIC’s compliance operations relied heavily on manual document collection, email submissions, and spreadsheet-based tracking of licences, permits, and certifications. This approach created a high administrative burden for learning and compliance teams and made it difficult to maintain accurate, up-to-date records.

The lack of automated expiry tracking increased the risk of non-compliance, while receiving sensitive documents via email introduced security and data privacy vulnerabilities. These challenges were further amplified by the scale of CITIC’s contractor workforce, making the process difficult to manage and scale effectively.

To maintain site safety and meet regulatory obligations, CITIC needed a modern, integrated solution that offered a centralised and secure way for workers to submit documents, automate validation, approval, and expiry management, and seamless integration with SAP SuccessFactors without disrupting core HR processes.

Atturra was engaged to design and deliver a compliance automation solution built on SAP Business Technology Platform, providing a scalable foundation for workforce compliance and safety governance.

Solution

Atturra designed and implemented a compliance data application for CITIC using SAP Business Technology Platform (BTP), seamlessly integrated with SAP SuccessFactors. The solution was built to streamline the capture, validation, and management of critical licences and certifications across a large, mobile workforce, while embedding seamlessly into existing HR and learning processes.

The application provides a self-service upload portal that enables employees and contractors to submit compliance documents directly, reducing administrative effort and improving turnaround times. Automated data extraction captures key information such as expiry dates, issue dates, and dates of birth, significantly improving data accuracy and removing the need for manual entry. End-to-end workflow automation supports document submission, review, approval, and secure storage, ensuring consistency and governance across the entire compliance lifecycle.

To support proactive compliance management, the solution offers real-time visibility of document status, supported by automated expiry alerts and renewal reminders. Role-based access controls and two-factor authentication were implemented to protect sensitive personal information and ensure data privacy and security.

Atturra worked closely with SAP Cloud Success Services, leveraging design-thinking workshops to define requirements and deliver a clean-core, scalable integration approach. This collaborative delivery model enabled rapid implementation, reduced project risk, and ensured long-term stability across CITIC’s credential, and workforce compliance operations.

Outcomes Achieved

CITIC Pacific Mining now operates with a secure, scalable compliance solution that strengthens site safety and improves workforce readiness. By automating manual compliance processes and embedding them within SAP SuccessFactors, the organisation has established a single, reliable view of workforce credentials and compliance status.

The solution has delivered significant efficiency gains, saving an estimated 200 days of administrative effort each year and generating approximately $300,000 in annual productivity benefits through faster mobilisation and reduced downtime. Real-time visibility of credential status, automated expiry tracking, and renewal alerts have reduced compliance risk and ensured workers are mobilisation-ready before travel.

Data security has been enhanced by eliminating unencrypted email and introducing secure, role-based access and workflows. Employees and contractors benefit from a simplified digital submission experience with clear status tracking, while leaders now have accurate, up-to-date compliance data to support stronger decision making and long-term operational resilience.
